If you're starting a theme from scratch you might want to look at 
Thematic <http://themeshaper.com/thematic/>, it's a pretty powerful 
framework theme - which means you extend it through a child theme which 
allow the parent theme to get updates (when WP updates for example) 
without having to rebuild the whole theme. It also has some pretty 
accessible hooks to only modify what you need (through the functions.php 
file) and it makes the whole development process much more streamlined 
and simple. They also have decent documentation there too. I definitely 
intend to use it (instead of the discontinued Sandbox) as my base theme 
from now on.
