[add-art dev] new version, changes in the forum

The new version is live.  I'm going to start promoting it.  Jamie,  
let's track how many people update.

Regarding the forum:

- I added a new Forum called Development News.  If you want to use  
it, feel free.

- I added instructions for updating. If anyone asks, just send them
