[add-art dev] Oops... Redundant code

Re. other tickets --

#40 (hover tooltips) is mostly in, but it reads the from the  
filenames. Right now all the files are in chrome and need to be named  
"4-artbanners-800x60" with just the number prefix changing, so it's  
kind of useless.

When we can get the app reading from an XML file with customizable  
filenames we'd be able to do the tooltip ish easily, and can change  
shows without having to push out a new version of the extension.  
Matt's committed some code that'll download said file (for #21) but we  
also need the other side of it, e.g. loading XML from disk and doing  
some DOMParser love on load. I'm not sure that has its own ticket but  
it's also highly claimable
